The resilience of communication and data networks in population protection-related emergencies is a current and highly relevant topic. An emergency network is essential for protecting citizens and supporting the administration and rescue services. It ensures that emergency services are alerted and coordinated from the outset in crisis situations and facilitates communication with the population in case regular communication channels fail.

Based on the disaster protection 'beacon concept' for the state capital Potsdam, an autonomous crisis communication network is being established. This network will integrate 'emergency kiosks' (small points of contact for the population) for additional information and emergency communication. This way, an emergency network will be created for the state capital Potsdam, supporting both emergency services and the population. It is based on open-source technology (freely accessible for all), allows emergency calls and provides information on current crisis situations. In the future, the emergency kiosks will be connected to the 'disaster protection beacons' (points of contact for the population during crisis situations).

Initially, radio connections will be established between the fire brigade, the administrative staff and the disaster protection beacons. At a later stage, critical infrastructures (organisations and facilities of vital importance for the state community) may also be integrated. To enable deployment in disaster situations, autonomous power supplies will be installed at all locations. Moreover, the establishment of a network of local actors (fire brigade, police), rescue and aid services (the federal civil protection organisation THW, the German Red Cross, etc.) is crucial.

This Smart City sub-project will be available throughout the entire area of the state capital Potsdam.
